Landfill, Oleo Woods, Medical Marijuana Zoning and Road Races in the West End

A quick update on Monday's city council meeting:

Crow Lane Landfill- I submitted the recent MassDep update and New Venture's reply to the update. Both documents were in opposition to each other which is no surprises to our neighbors around the landfill. This was posted on the Council agenda so all councilors could be informed about the current state at the landfill. I thank Councilor Herzog for supporting the neighbors by speaking on the subject during the meeting.

On a positive note Senator Ives was able to get 3 million dollars into the state budget for maintenance, monitoring and repair.  This money is not secured yet and needs the Governor's approval before it is released to the city. As a council we will be sending the Governor a letter asking him to approve the money. I would encourage all residents to write their own personal letter to the Governor. This money is important and we need to secure it.

To write to Governor Patrick:

Honorable Deval L. Patrick
Governor, Commonwealth of Massachusetts
State House, Room 360
Boston, MA 02133

Oleo Woods Neighborhood- The Planning office submitted the paperwork to officially recognize the streets (Richardson Path & Morin Road) as city owned. The roads, pump station, water and sewer lines will be maintained by the city once this is approved. I referred these ordinances to the Planning and Development Committee of the City Council for review.

Two interesting notes in these ordinances:
1. The documents note an Oleo Woods Homeowners Associates, LLC will own and maintain any and all rain gardens, swales and constructed wetlands. I am wondering if there is an official homeowner’s board. If there is please contact me.

2. The homeowners around the circle at the end of Russell Terrace will acquire some new slivers of land (at least on paper). Now that the circle is not needed the property lines will be squared off adding slivers of land to their front yards.

Medical Marijuana Zoning- For a second time I spoke out against zoning Hale Street for Medical Marijuana. The original attempt on passing an order lost with a 7-2 vote during the last council meeting. On Monday I was successful in amending the newly proposed order removing Hale Street as a possible site for a dispensary or cultivation site. My thoughts on this can be found here:  http://newburyportsward5.blogspot.com/2014/07/cabot-stain-property-removed-from.html

Green Strides 1/2 Marathon- during the Public Safety subcommittee meeting I was able to speak with the organizer of the race about the course. This is something I have been waiting to do for years. This race shuts the west end off by closing exit 57, Turkey Hill Lane and Hale Street simultaneously. I had a long talk with the organizer and explained the trouble it creates within the neighborhood. He talked about shortening the length of the race in the West End and dropping flyers at the homes effected. I do think it is important that the race go on as scheduled (although I may vote against it) but I will insist on a different race course next year.

That is the latest.

Please feel free to contact me.

  1. Larry I live in Oleo Woods. Currently there is no Homeowners Association. The development is still under management by the builder Michael Green. I believe an Association will be created once the City takes over the streets.
